Wherefore, I must bring forth the fulness of my gospel from the Gentiles unto the house of Israel.

As pointed out herein, the House of Israel was first to be chosen and called worthy, but as Isaiah points out through disobedience they are last; that is what is meant by: the last shall be first and the first shall be last.
