1. The Lord is over all the Earth, then why does he allow secular laws to be recognized:

   He sees therefore, the righteousness and need for a secular law and sees an even greater sin in the spiritual one:

   The Jewish leaders were opposed to the Romans and their soldiers because they would rape their women, and under their own law those that go whoring (whether intentional or not were punished):

   There were many other atrocities before the Romans time but according to the ancient Mosaic law it was all seen the same.
   Jesus introduced that perhaps the fact that the spiritual law wanted to punish those who were subject under the secular law, but it had no power because what needed to be rendered was unto Caesar and not God. The best way to fight against Roman rule was to in-fact pay their tributes which allows your people to have say in how they are treated.
